Please sync libcgi 1.0-7 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
Only delta was a missing cgilib Conflicts for libcgi-dev. Our patch was merged 
in Debian.

Changelog since current karmic version 1.0-6ubuntu1:

libcgi (1.0-7) unstable; urgency=low

  * QA upload.
  * Add Conflicts for cgilib to -dev package. (Closes: #485951).
  * Include stdio.h in src/cgi.h. (Closes: #460572).
  * Add Conflicts for clearsilver-dev. (Closes: #403997).
  * Replace deprecated ${Source-Version} with ${binary:Version} in rules.
  * Make clean not ignore errors.
  * Add Homepage.
  * Add appropriate copyright holders to debian/copyright.
  * Add watch file.
  * Bump debhelper build-dep and compat to 5.
  * Bump Standards Version to 3.8.1.
