The file permissions change you suggested has had no apparent effect and I
was already in the scanner group.

The $ sign should not be part of the above command, it was meant to indicate
the prompt. The command you should run is:
LANG=C id

Please reinstall cups with the following command in a terminal:
sudo apt-get install --reinstall cups

Reinstalling cups didn't work, I've tried it before and tried it again just

where terminal said press Enter but that did nothing.

Probably the apport hooks haven't been activated for the brother packages,
please run the following command on a terminal to trigger the cups apport hooks:
I tried that, it doesn't do anything.
