If apt breaks and you want it to work again, run sudo aptitude, press
'g' and then ',' until it no longer tries to remove phpmyadmin. Then
press 'g' again.
To work around the issue and remove phpmyadmin:
1. sudo dpkg-reconfigure -plow debconf
2. Set the priority to low.
3. sudo apt-get remove
