Sorry, but this isn't a bug in Mono - there's a problem with your download:
dpkg-deb: `/var/cache/apt/archives/libmono0_2.4+dfsg-5_i386.deb' is not a

Try removing that file, then try the update again

You are almost certainly correct. I cleared a folder of cached debs and
the problem evaporated when aptitude redownloaded them.
