I have the same problem, using OO v3.1.1 and the same version works OK
in Windows. Once defined in Windows, the rows then show in print
preview in OO for Ubuntu 9.10.

I just upgrade to karmic. The problem is still present with openoffice
3.1.1 OOO310m19 (Build:9420) [version in repository openoffice.org-core
1:3.1.1-5ubuntu1, Thu Oct 22 20:13:41 UTC 2009].
Same version on OS windows OK

I created and attached an example.xls spreadsheet. If you look at the
Defined Print Range: FormatPrint RangesEdit and try to add $1...to
-user defined- Rows to repeat...you will receive the error. It does not
appear to matter if the row is included or excluded from the Defined
Range.

I confirm, I also have this problem with official package
1:3.1.0-5ubuntu1~intrepid1
Steps to reproduce:
1. Run OpenOffice.org Calc
2. Goto Format Print Ranges Edit
3. Enter a row ($1) in Rows to repeat field and/or a column ($A) in Columns
to repeat field.
4. Press OK.
5. Error box
Can you please attach an example document showing this issue? I can not
reproduce this problem with the document I have.
