This is not a bug. Documentation clearly states that this was(!)
unsupported.
However, by popular demand, http://wiki.powerdns.com/trac/changeset/2290
adds this feature. It will be in the 3.1 release of PowerDNS. You could
choose to include this patch in your packages already, of course.

Sorry, I now see what you meant - the backend does not support it. Maybe
a sentence or two could be added to the fact that this may be
unsupported?
Still I think it is weird that the default value may be unsupported, but
oh well.

Reading the current documentation (http://doc.powerdns.com/types.html) I
fail to see where this is clearly stated.
This section is still there:
The fields have complicated and sometimes controversial meanings. The 'serial'
field is special. If left at 0, the default, PDNS will perform an
Status changed to 'Confirmed' because the bug affects multiple users.
