Opened a new task on the kernel package; it's not clear if the
disassociation of the rfkill interface from /sys/class/net/$device/ is
deliberate.
If need be, we can update this to look at
/sys/class/net/$device/../../ieee80211/phy*/rfkill*/, but any time the
kernel folks would like to settle on a
