OK - I have just tried Lucid and discovered the promote - demote buttons
which do it for me.
Going back to my bug report - my (intuitive to me) method still doesn't
work on Lucid.
Going back to the original software version the results are the same -
it does work now that I know how to work it!

Yes - on tonight's download of Karmic alpha-5. See screenshot of the
result of trying to set level 1 numbered, and level 2 as bullets.
