After completely deinstalling and reinstalling the package, the
installation worked. Really seemed to be some old config from a manual
installation. Sorry for the confusion.

@reindeer,
I can install concordance/python-libconcord just fine. Could it be
because you'd already have files from a source install, or a bad
download?
I've attached the log from the install on my system.
