What it has done for me is
sudo apt-get purge locales
sudo apt-get install --reinstall locales
and reinstall all the autoremoved packages from step 1.

Why is my system locale considered as invalid then?
$ locale

I can confirm this as effecting me as well. I am using the English
locale but sometimes change to a virtual Spanish keyboard. I have both
keymaps stored in memory for fast switching.
