I am going to uncomment the swap line and reboot... perhaps this is the
quick simple fix... though I would still wonder why this would be left
commented on a new install?

OK that was not the issue, in fact swap is no longer recognized by
manually performing swapon -a.
sudo swapon -a
swapon: cannot find the device for UUID=09cfceef-0c4c-4d86-9528-38700c50d419
I understand there is a cryptswap1 entry in /etc/fstab just trying to
provide as much information and
/etc/fstab from my desktop:
# /etc/fstab: static file system information.

# devices that works even if disks are added and removed. See fstab(5).

On my desktop:
Uncommenting the #/dev/mapper/sec-swap line did resolve the issue and
started the swap on boot. Perhaps the issue is with multiple packages.
Main difference on the desktop is the use of lvm2.

On the laptop:
This issue is just crazy... after reverting the /etc/fstab and re-commenting
the line:
#UUID=09cfceef-0c4c-4d86-9528-38700c50d419
The swap came up on boot... at this point I am going to hold off testing
and commenting on this one until I have some feedback on what you guys
would
With cold boot:
Swap was not started on the laptop (i386) at boot.
Swap was started on the desktop (amd64) at boot.
/etc/fstab on the laptop (i386) was reverted back to installation
default configuration.
/etc/fstab on the desktop (amd64) was modified, swap line was
uncommented as per previous

Forgot to mention... that both systems were freshly installed March 3,
2010 from the lucid lynx mini.iso.
My virtual machine was an upgrade from Karmic to Lucid and does not have
this issue.
