GtkMenuBar::window-dragging = 1
in gtkrc file will probably make the menubar dragging work.

This is not relate3d to the color of the menubar and titlebar.Can you
show me a picture or screencast preferably(using gtk record my desktop)
of what you want to say because I don't quite understand.

In Lucid, GTK apps may have a grab target for the window in the area to
the right of the menu bar. That is, if you click and drag in this
region, you will drag the entire window. This behavior seems to be
theme-dependent: It exists in Ambiance, Radiance, and Dust, but
