I had the exactly same problem after I uninstalled ufw with aptitude.
The puring method of Jamie (comment #3) does work well. No more ufw
error when booting.

If you believe that I have chosen the wrong package, please change your
bug to the
ufw.conf is a conffile and is removed on package purge (like other conffiles).
Can you try running:
$ sudo dpkg --purge ufw
and report back if it fixes the problem for you?
