In 2007 I used Ubuntu's Kword for exactly this. I forget which Ubuntu
version I was using at the time.

These websites are most likely referring to KOffice1. You may wish to
request this feature at bugs.kde.org, but this is not a packaging bug.
KOffice2 just doesn't support PDF import yet.
