You can use AM_PROG_VALAC to check for valac. vala-0.10.pc is only
needed if you want to use libvala and correctly installed by
libvala-0.10-dev.

Ok. That somehow makes sense. But, how to get the vala version right?
Consider the following example:
I do my program for vala-0.9.8 and I do a 'make dist' - c files are
distributed into tarball.
On the targeted users machine there is vala-0.9.7, the user does './configure'
and gets:
