i had postitive feedback about network-manager and suspend. If it
doesn't work for you in latest gutsy, its probably a bug in the driver
for your chipset. Please open a new bug for that case.

I have this same problem in Gutsy uptodate as of this comment.
After returning from Suspend, NetworkManager is no longer running.
Restarting dbus causes it to start again.
