This seems to only occur to me, and others I know when automatic sign in
is enabled and you don't log into your keyring or such by logging in
normally on boot.

It is happening to me aswell, it's popping up a lot and the window is up
for a very short period of time (much less than a second). The software
seems to be installing correctly, but the window is annoying.

installs, but is quite annoying... I'm on Xubuntu 11.04, fresh install
on a Dell Inspiron 6400...

I installed a lot of applicatons today, and DebConf window is popping
out for a less than a second very often, which was very distracting. Can
it be, at least, minimised?
