After I logged in it was working for my first window (gnome-terminal)
then I open firefox and it got bugged. Then I relog and it's working
fine after I opened a terminal again and then opened and closed firefox
a few times. Seems kind of random.

I think that this is a regression. If I'm not wrong, this was working a
time ago, when natty was in alpha or beta.
In my system I can't neither restore draggin the title bar to down, nor
double-clicking it (I can only restore clicking on unmaximize button in
panel).
