Public bug reported:

"The igbvf driver supports 82576-based virtual function devices that can
only be activated on kernels that support SR-IOV." It's also useful in
virtual machines that have these VF devices assigned to them.

Right now, only server-flavord kernels include this driver, which is
mildly inconvenient.
