This is affecting me in 12.10. UK keyboard, similarly to comments above
ctrl+alt+l or ctrl+alt+delete don't work but ctrl+alt+f1,f2 etc do work,
along with alt-f4 and similar shortcuts. If I assign the shortcut to
ctrl+alt+l manually it works again, but appears to break after a reboot.

Ubuntu tweak has a setting under Tweaks>Security to disable lock screen
- this might have been the case, could you try?

keyboard layout is USA, Keyboard model is Generic 105 (intl) PC. I am
using a Microsoft Comfort Keyboard Wireless 5000.
When I go to Keyboard shortcuts, scroll to Desktop | Lock Screen, I can
actually recreate and use Ctrl+Al

Can you please check with some other keyboard if you can use the Ctrl +
Alt + L shortcut? Can I also ask what your keyboard layout is set to?
It plainly looks like you can't do multiple modifiers. Does:

I'm just extrapolating but could it be that your Alt key is not working on this
keyboard?
Try for example to press Alt+F2 and see if the run command window appears?

it is set to ctrl+alt+l . I can change it to ctrl+l and the"lock
screen" works, but it seems when I change it back with alt included it
does not work. Ctrl+Alt+Delete is also not working.
