Public bug reported:

To set up my environment I open firefox with several tabs, and several windows.
When I press Alt+` I see the window switcher as expected letting me switch 
between open windows of the firefox application (screenshot attached).
When I continue holding down Alt and press shift+` the selection does not move 
backward as expected (compare with alt+tab/alt+shift+tab).
When I release all keys and then press Alt+Shift+`, rather than invoking the 
window switcher my firefox tab selection is changed.
