Daniel, you are welcome to file a new bug if you think Suspend needs to
be more prominent. This bug isn't a good fit since GNOME Shell is quite
a bit different now than it was 6 years ago when it was first release.
For the average user using a laptop, a Suspend button doesn't seem
necessary to me

Yeah the discoverability needs to be improved there.
Also concerning is that upon resuming my desktop no password was
required. Is that by design?

I think this bug is mostly still valid. In artful the power dialog only
contains:
Cancel | Restart | Power Off
No suspend option.
