The Ubuntu Kernel Team is planning to move to the 2.6.27 kernel for the
upcoming Intrepid Ibex 8.10 release. As a result, the kernel team would
appreciate it if you could please test this newer 2.6.27 Ubuntu kernel.
There are one of two ways you should be able to test:
1) If you are comfortable
this is confirmed on hardy server kernel 2.6.24-19. Also confirmed on a
gentoo box with custom kernel 2.6.24.7.

I have this same problem on 2.6.24-19-server #1 SMP
I have frequency scaling turned on, with ONDEMAND mode.
procinfo shows this:
processor : 3
vendor_id : GenuineIntel
cpu family : 6
model : 15
model name : Intel(R) Core(TM)2 Quad CPUQ6600 @ 2.40GHz
I'm using an Intel Core 2 Duo 2300 with Feisty and 2.6.20-16-generic
kernel and frequency scaling is (still) not working. In the past I
solved this problem by using an older 686 kernel but now I can't install
it. (some trouble with udev hook script).

Tecra S4-122 notebook, with a Core2 Duo T7200 (2.0Ghz).
The available frequencies reported are wrong:
