The current ifupdown in Debian is believed to have the fix for this problem. However I wouldn't recommend using it on Ubuntu as Ubuntu maintains quite a few changes on top of ifupdown so that it works with some of the Ubuntu specific changes (upstart being the biggest one of them). I'm expecting
