Avoiding the incomplete-language-support prompt will require an
installer change. That's why this bug remains open on the installer.

Also, after installation the languages menu shown also German and
Chinese locales, but not installed (because they are in the official CD,

I add that after installation without net, if I click on Run this
action now in the incomplete language window, it opens the language
support application without telling what packages are missing.

It's intentional that it always installs English language support, but
if that can't be done then it shouldn't cause the incomplete language
support condition to trigger.
