I have the same here on Ubuntu 12.10. I think, this is, when the User
has onbaord installed and the Gnome-Shell desktop-keyboard activated. So
Ubuntu thinks, the User wants to use the onboard virtual keyboard,
although Gnome-Shell brings its own keyboard
