I have been doing some testing now and what i cannot comprehend is that
when running virt-manager --debug i am able to create a new volume no
issue. The problem seems to arise if you are not in debug mode. When in
debug mode and choose new volume it seems like nothing is logged by the
debugger.

Touchpad LED on Dell's laptop
Indeed user processes cannot, and should not be able to, change sysctls.
First, they do not have the necessary privileges, and second, if you
have multiple users logged in at the same time, they would all try to
set the value concurrently, possibly to different values.
The usual approach to this
You can find this bug still in linux-3.2.1 ... I have made a test on MSI
X370 (mine kernel build). On this machine kernels from 3.0.x and 3.1.x
to 3.1.10 work without this problem.

I'm not sure I quite understand. With the changes you made, does the
test still fail if it has any writable partitions? In my opinion it
shouldn't - it just makes things confusing for the tester. As Daniel
mentioned before, a good idea might be to test reading at a minimum for
read-only
