I just hit this problem. It looks like policycoreutils in hardy shipped both /sbin/load_policy and /usr/sbin/load_policy, but intrepid only ships the latter. As the reporter states, the initrd script assumes the presence of the former. Following an upgrade from hardy to intrepid, selinux breaks.
