I've packed OpenFOAM-1.5 for Ubuntu 8.10. You can get the debian package
from my PPA:

OpenFOAM-1.5 is installed into /usr/lib/OpenFOAM-1.5
In order to set the OpenFOAM paths correctly, you should add this line
to your ~/.bashrc:
startOF15=source
This solved the problem on the machine it was originally reported for.
