I was able to reproduce this issue on a virtual KVM instance by creating
one singe primary partition, adding it as a physical volume, adding it
to a volume group, and then creating one logical volume spanning all
free extents.
At this point starting partman fails.
Then I ran a simple mkfs.ext4

I believe it might be because you are not connected to any networks. It
does exhibit that behaviour where only when connecting/connected to
networks it shows up. plug in an ethernet cable to your laptop and maybe
a switch/another pc and see if the nm-applet appears

He has already closed the bug as wont fix.
No point in re-opening the bug here when the design decision has already been
made.
It only makes it difficult for the developers to keep track of bugs that have
design approval and need to be worked on.

could you perhaps elaborate on how you normally connect? Like in windows
is it a dial up connection? I'd imagine it is. And the devices that are
involved on the way e.g. router, adsl modem, etc? that'll help people
help you on this.

it's a bug in python-papyon.
by the way this particular error triggers when you have a broken profile
(and yes, emesene1 breaks profiles, so you shouldn't use it anymore).
In order to fix your profile just login with emesene2, Preferences -
Live Messenger and follow the instructions.
