I'm on 17.04 too and suffering from this issue for a while.
As I understand this issue, the problem may actually very well be in
Network-Manager rather than in systemd-resolved, but the problem is
indeed very visible with resolved.

Since this is the top hit for this issue in Google, I'm documenting my
workaround here for others:
LD_LIBRARY_PATH="/usr/lib/i386-linux-gnu/libfakeroot" fakeroot
Basically, when fakeroot adds x86_64, lib64, and lib32 to the search
paths, but omits i386:
