You are able to change this behaviour with the program ccsm. It is under snapping windows. I do agree the default distance is far too high. This is also a problem if you use wobbly windows which replaces snapping windows, but wobbly windows lacks any controls for this feature! -- Windows too

I disagree that it's more likely what the user wants. The focus is returned to the top most window (z order) rather than the window that last had focus (desktop). Take this use case: 1. user opens a file on the desktop to determine it's contents 2. they verify that the file is no longer needed
