Apple provides tarball downloads of Swift for various Ubuntu releases:

The code is open source under the Apache license. All that should be
needed is to package this into an Ubuntu package. So perhaps this bug
should have the needs-packaging tag.

The first task should IMO be to file a bug against the upstream Swift
project itself, they have to support Linux, glibc etc. on armhf and
arm64. Then we can think about including Swift support in the Ubuntu SDK
and maybe add any necessary pieces to our base system.
