With update-manager ver. 1:0.124.10, update manager works again.

Apport refuses to report bug if there are any updates available. You can
use synaptic package manager to update or use command line program like
apt-get
$ sudo apt-get update
$ sudo apt-get upgrade
** Package changed: ubuntu = update-manager (Ubuntu)
