Many windows can not be resized to a smaller size. Unable to select

Hicks, many netbooks have this problem, however there is a workaround
which allows users with small screens to move around a window to see all
it contains. Simply hold down the ALT key and your mouse cursor will
become a hand which can grab a window and move it beyond borders set by
the screen.

I tried to make a bootable pendrive with bootable disc creator on a
computer with 7-10 inch screen.When you open the program, you can not
see the full content on the screen because the program window is bigger
than the screen vertically.The problem is that the program window can be
enlarged,
