Actually, manually restarting apt-daemon immediately brings up the
following error and bug report:

The problem is still there. I just installed Ununtu 12.04 on a brand new
computer and the bug appeared after I checked Ununtu partners in sources
list and applied an update.

I was able to recreate the issue the same as others are reporting:
1) launched update-manager from terminal
2) press the check for updates button
