Perhaps it is not a regression - I reinstalled from scratch, but this time did not add the ubuntu-desktop package and created a Samba share directly in /etc/smb.conf rather than through the GUI. The transfer time now seems to be similar to what I experienced in Hardy. Maybe it's a bad interaction
