Stop action in prerm fails when sourcing the /etc/default/dhcp3-server file, so
I suppose its contents is broken. I'd remove it, run sudo dpkg-reconfigure
dhcp3-server to recreate it, then try to remove the package.

If there is a permission denied error, it may be related to mysql
apparmor profile. Is /var/lib/mysql a symlink pointing to somewhere
else? Looking at /var/log/kern.log should give some clue about apparmor
failures.
