Installing bind9 as per HACKING.txt leaves a running bind daemon
I don't think it interferes with anything to leave it running, and RSS
on my machine is 4MB, so I'm not sure this is high priority. Also, it
should probably be targeted at bind9 in Ubuntu, to provide a
convenient way to disable start.

We could add a debconf option which writes another entry to
/etc/default/bind9 that the init script then checks. But this change
should probably best go to Debian in the first instance, since it would
equally apply to them.
How important for the MAAS team is it to get this functionality into
fwiw, I'm with Gavin on this one, that's a *minor* problem with the
*dev* environment so that definitely seems like low priority to me.
