Public bug reported:
If bootstrapping a machine on a trusty cloud image and then directly
installing the gui:
/usr/bin/juju bootstrap && /usr/bin/juju deploy juju-gui --to 0 &&
/usr/bin/juju expose juju-gui
The installation of the charm fails after the bootstrap.
