Never reproduced that with my numerous recent karmic eucalyptus installs.
I'd tend to consider it fixed in karmic. Please reopen if you can reproduce
with a karmic UEC.

Which set of tools are you using? euca2ools or ec2-api-tools?
Could you try both, and report if both sets exhibit the issue? I'm
going to mark this bug as affecting ec2-api-tools as well, though it
might be Invalid.
