The above behaviour persists up to precise. I can see that the mibdirs
include the locations where download-mibs puts them:
root@precise:~# net-snmp-config --default-mibdirs
This bug is definitely not fixed in lucid:
r...@cacti:~# snmpwalk -v 3 10.0.0.1 | grep Speed
IF-MIB::ifSpeed.1 = Gauge32: 1000
IF-MIB::ifSpeed.2 = Gauge32: 1000
