Translatable packages reduction in Ubuntu

The packages we removed were never used in Ubuntu and so made it appear that more translation work needed to be done than was the case. These packages were largely documentation and .deb file translations, which we do not currently import into Ubuntu. We're sorry that these packages appeared in Launchpad and that we didn't inform you before we removed them. This does not affect the packages that you translate normally and that are used in Ubuntu.
