That's the intended behavior, your machine just boots too fast to see
the progress dots for very long. once you see a mouse cursor plymouth is
already stopped so there is no progress bar to update, the hang is the
rest of your desktop loading. You still see the ubuntu logo during that
time because

Wall clock shows ~10s from Grub to seeing cursor and ~35s to seeing the
desktop.
