Gulu Independent Hospital is demanding Shs800 million from the government for
treating war victims between 2001 and 2007, Daily Monitor has learnt.

Officials at the hospital say they offered medical services on credit but the
government, which was supposed to foot the bill, has never done so. “We treated
a number of victims and since there was no caretaker to give the bill to, the
government takes the responsibility,” the hospital managing director, Mr David
Oola, told Daily Monitor last week.

Mr Oola said the hospital took the initiative to save the lives of helpless
victims, especially those who had suffered bullet wounds during battles,
victims of rape and defilement. He said since the war ended, the government
should settle the medical bills. Mr Oola said the hospital management wants to
use the money to expand its services to the people who have left the camps to
return to their homes.

The presidential adviser on northern Uganda, Mr Richard Todwong, confirmed the
hospital’s bills and said the government was in the process of settling them.
“There are so many things the government handles and this is not the only
region that will take away all the national cake. We are still waiting to see
what comes out,” he said adding that the government appreciates the hospital’s
services.
