Why not start demolishing some of the buildings and build new ones to replace?
That would amount to better "facelifts"! Because the streets need to be
facelifted too; maybe widened and modernized!

Mao orders Gulu town facelift

Authorities in Gulu have issued a three-month ultimatum to building owners in
the municipality to style up their building plans or risk losing their licences.
Gulu Municipality is one of the several municipalities in the country striving
to achieve a city status in the next few years. The LC5 chairman, Mr Norbert
Mao said during his weekly radio talkshow on Mega FM on Saturday that he had
informed all new developers and property owners to follow approved building
plans or risk losing their licences.
“We want all building owners in the municipality to start changing the looks of
their buildings by painting them as soon as possible,” Mr Mao said.
Mr Mao said, under the new arrangement, they would also start issuing three
months-licences to all business premises to force them to abide by the new
regulations, and revoke them in case of non-compliance.
He revealed that the district would soon receive some Austrian city planners to
help jointly plan the area with indigenous town planners to have a concrete and
viable city plan for Gulu. “When the Austrian city planners come here we shall
call for ideas from residents so that they not only help us with their plan but
we also own it,” he said.
Gulu Municipality, with a population of 140,000, is one of the most-highly
populated urban centres in the country. Mr Mao, however, expressed worry over
the continued poor disposal of garbage by residents. This, he said, was leading
to the spread of diseases like Cholera.
