The fire broke out in Pabo, a âprotected displaced campâ (around 20km north of Gulu, North Uganda), on Sunday during a military round-up operation that resulted in the arrest of some 6,000 displaced.

MISNA sources specified that starting at 5:00a.m. on Sunday morning, the soldiers began one of their usual recognisance operations in two zones of the camp, searching all the adult males for firearms. Some people were then arrested, including a Catholic priest who was about to celebrate mass, then immediately released due to the protests of his parishioners. At around midday thousands of men were being detained by the security forces at the Pabo market, when dense smoke began billowing from the huts.

The detained men asked the soldiers to allow them to return to their homes, but they refused. Some of them however escaped and at that point the soldiers reportedly opened fire and launched stones against the fugitives. Three men were injured, one critically, and are hospitalised in Lachor. After temporarily extinguishing, the fire resumed yesterday at around midday. Witnesses spoke of at least 2-thousand huts burned to the ground.

Some said that the fire was caused by a soldier who inadvertently threw a lit cigarette in a pile of dry grass. Based on some witness accounts, in the past two days there have been no attacks by the rebels of the LRA (lordâs Resistance Army) that infest the zone.
