URL updating finished

I've finally finished my major overhaul of the URLs for microsoft products. 
Feel free to update your scripts directory and test to make sure your 
language exists and works for all necessary packages.

The comments at the top of all (most) microsoft files should now be standard 
and all languages that are available for direct download should be listed. 
Please inform us if this isn't so.
