The file is actually two cpio archives in a row. For whatever reason, the normal cpio command only extracts one of them... So I am afraid there is no easy way to edit the initrd, unless you find an easy way to split the archives in two. (Although if you have a reasonably modern Linux box, you can rebuild the initrd from scratch; see linuxboot/README.txt in the distribution.)
