How do the Japanese read the hex digits A thru F? I have a pretty good idea

1) How do I convert Latin-* text to UTF-8 text?
2) How do I convert Shift-JIS text to UTF-8 text?
3) How do I mark text as UTF-8?
4) Will people actually be able to SEE BOTH the Japanese AND the Turkish?

How do I look up a han character if I don't know its codepoint? What if all I
have is its shape, or its EUC-JP or Shift-JIS number? There are a couple I
want to see.

If not, I want to add them. (No, not add them to get dozenal 19, I know that's
what they add up to; I mean add them to Unicode!)
